Tool sprites

In order that tool sprites may be cached by hardware drivers the Window Manager will now issue a service to allow the drivers to uncache old data.

Service_WimpToolSpritesChanged (&400C3)

On entry

   R1 = &400C3 (service number)
   R2 = pointer to tool sprite area

This service is issued by the WindowManager when the Tool sprite area is changed.
